The angle of the shade of the flag poles indicates mid-fall season given the solar azimuth, and judging by the water level on the Potomac river in the background it would indicate a summer of heavy rains. So if we cross-reference with historical rainfalls we see that 2010 was the most likely year.

Haha just kidding... the Reflecting Pool was closed in late 2010, and just opened up a few weeks ago, but the Washington Monument has been closed since last year's earthquake, so yeah.

You just have to go out there and shoot. It takes some time getting use to shooting up close. Luckily I picked up 135 so I dont always have to be in their face.

Dont you need model release only if you going making money from the photos? I do this as a hobby, and haven't really looking into release forms yet.

Actually getty has requested licensing on two photos now for which I didn't have releases, so I lost out on sales. Which would probably have totaled $20, so whatever.
