steering noise

Only happens at low speeds/rpms. Thoughts? Ball joint?

If not ball joints, try spraying the rubber sway bar mounting grommets with silicone or some lubricant

Update: inner tie rods were worn and one outer tie rod - looks like the previous owner only replaced one and not both - the noise has improved, but not completely gone. There was some PSF in the boots when I took them off. There also appeared to be some play in the rack itself. No play in the ball joints or CA bushings or sway bar links/bushings or rack and pinion bushings. Maybe a little play in the CV axles, but this noise doesn't sound like a failing cv joint. Looks like a new rack and pinion may be in my future.

Reviving this thread, did you end up replacing rack and pinion and did that solve the issue? I have the same noise, i just replaced the upper control arms thinking that might be it but no. Within the last 6 months - 1 year i have replaced inner an outer tie rods, both CV axles, struts, and ball joints and never had an issue until now. I've never touched the rack and pinion but would like to know if anyone else has dealt with this same exact issue and found it to be the rack and pinion.

Interesting....you had mentioned you found PS fluid in the inner tie rod boots. I guess since it was the ball joints you left the rack and pinion alone?
