06 TL headlights not working

Heys guy so I recently bought a 2006 TL 6 speed and the high and low beams don't work on the Headlight. I only have turn signals and foglights. When I first bought the car the drivers side headlight didn't have an hid bulb so I replaced it with a D2S. The passenger side barely put out any light whether it was high or low beams but recently I've lost all high and low. The pics I attach are the passenger side Headlight, which is very rough and seems to have melted and had some questionable work done to it. Also is it missing that white ground cable for the igniter? I'm not sure if both sides are supposed to have it.

^^ This ^^

Even if you get that headlight functioning "for now", it's only a matter of time it stops working due to moisture and condensation blowing the bulbs from that huge melted hole in the housing.

Yeah I definitely will, but I know the reason the headlights aren't working has to be either the ballasts or ignitors. That passenger side is likely the issue, but I removed that headlight to see if the drivers side would come on, and they didn't which confused me.

I would salvage absolutely nothing from that passenger headlight. Whoever did that ruined it good. By leaving off the ground for the igniter, it found its own ground by arcing to the high beam solenoid. Housing, igniter and solenoid are trashed. Ballast is trash because who knows how long its been operating with no effective weather seal. And what is that gray paste? What is it with people slopping goop onto their cars for every problem? Just throw it all away.

That gray paste is silicon and it's everywhere. I literally don't understand why the previous owner cut so many corners, but I guess that's my fault for buying this thing. I was blinded from all the cut corners because it was my dream attainable car. The car has potential, so I don't want to give up on it yet.

He’s not telling you to give up on the car, but those headlights are toast. Pick up a set of used Type S headlights!

I also checked some fuses and the driver's side low beam fuse was blown. I should have the lights on by tomorrow after I give them a good clean.
