Buy 2-4 year old cars, I think that's where you can stretch your dollars to get the most value. By then they've depreciated by almost half, still have low miles, and many of them have just come off a lease so there's a good chance service records are available and accurate.

Wow, to solve all the bitterness in the charity thing, I think the solution is simple: REMOVE EVERYONE on that list except for me.
For every milestone amount (i.e. $200), I go for a period of time. Etc. etc.
