You don't, if he's playing games like that with you chances are he doesn't want a relationship.

Your best bet is to be upfront with him instead of playing games too. Just sit him down and say hey this what I am looking for, "A Relationship". He will either reciprocate and you can both stop playing games, or he will tell you that he doesn't feel the same way and suggest a FWB situation, or he will run for the hills and never talk to you again.
