Well, I had to go research it, but it appears you are correct (I looked at Civics and Corollas from 2007 on, FYI). Stability control didn't become standard across the line until 2012 and really only showed up on the top trim levels in prior years; all of which are currently above your stated price threshold in used form right now.

i would expect that to rev close to 10k to make any kind of power.
