AC High 0 After Replacing Compressor

I replaced my AC compressor. Put in 18 oz of R-134. The Low side is now reading 40 and the High side is 0. The compressor cycles on & off properly and the fan runs. I even tried a second manifold set. Can the compressor be bad out of the box? Could the expansion valve be stuck? Any help would be appreciated.
