Window Trim Peeling!

Window Trim Peeling!
The black trim under each of the four windows is slowly peeling off. Under the black vinyl-ish material is chrome. I definitely prefer the black...any ideas how much new trim would be? Does anyone know a way to prep and paint it back to black? Thanks in advance.
