Very Dead Fog Lights

Hello everyone,
Off the bat, my fog lights (not DRL but in Canada, they are) are super dead and not working. Checked fuses, relays, wiring and grounds, nothing. Have continuity but voltage is not getting sent to the plugs itself. This is for my '04 TL.

The nitty gritty:
I had my beautiful car sitting at my shop in the back field for months and the sun and rodents got a hold of it. Rats nests and wires chewed under the hood. MANY things were not working and I repaired them all and everything went back to happy...mostly. Even the O2 sensors I had to re-wire and speed sensors! It was insane.
The only thing left I had come up is fog lights. After my repairs, they still "kind of" worked but as I drove home, they were flickering and flashing like crazy and heard a lot of ticking and clicking synced with them under the hood so I went to where the two relays are mounted next to the fuse box under the hood and took out the black relay to avoid and fires or anything. Melt downs, the lot. Got home, tested it out quick with putting the relay back in and nothing. Swapped for other ones in the fuse panel, nothing. I went back to my shop and my buddy has a Power Probe so we tracked it down to a section of wiring down on the frame under the driver headlight. Okay, cool. There's a open. Time to rip open all that plastic shelling and get cracking. Well, I see nothing. Looks good.
Later down the line, I have done extensive testing so here it all is:
- Checked fuses and relays
- Tested with other relays
- Re-checked all my fixed wiring
- Cleaned body grounds
- Checked voltage to fog light plug when car is on and switch is on and it is not getting anything.
- The Power Probe I discovered WILL give some juice to the lights when I put the probe to it and THEY FLICKER ON! So, lights are good still.
- Here's the kicker, any relay I put in and give it some good hard taps, the lights flicker very faintly on too!
- When turning on the headlights, you get those interior little clicks but I realized doing that for the fog light switch, it does not make any clicks anymore.

My dad has been amazing helping me via phone and we came to the conclusion that somewhere is not getting signal to open up sending power to the relay to turn on the lights. Where? No idea.
I did some searching and it's possible the MICU is fried at spots? I have always had other little issues too that are buried in the Honda/Acura codes like comm errors with mirror and they freak out on their own daily, sometimes my memory seat buttons won't work and my remote for my locks didn't work for locking and unlocking in the past (fine now randomly) and my Bluetooth phone system is pretty jacked up too for a few years.
