Headlight doesn't work, is it time to get a new ballast?

Couple of weeks ago, my driver side headlight went out. I ordered Osram Xenarc HID for replacement. Today I opened up the headlight and installed new bulb, it won't turn on. Then I took the old bulb from driver side headlight to passenger side, and the bulb worked fine.

In short, it wasn't the bulbs. What else am I looking at besides ballast? Any way to test the ballast. Oh I almost forgot, I checked fuses, they are fine.

Did you check the ignitor? That was the problem when my headlight went out.

No, I didn't check the ignitor. Is it interchangeable with passenger side headlight?

I just took ballast out from driver side (non working) and plugged it in passenger side. Yeah Ballast is done, passenger side headlight won't work. Any reputable source for OEM besides acuraoemparts.com? I live in Canada and ordered parts from them before, they took 7-10 days for delivery.

Also I will keep the brand new HIDs aside and still run the old HIDS, these are going to go out sooner or later. Appreciate you guys's input.

I took out my 2007 TL ballast and it says "Input Voltage: 13.5V", whereas the ballast from 2008 TL says 12V. All the other specs are the same.

Thanks again for your help brother!
