08 TL Overheating issue

2008 Acura TL owner, about 225k still running strong (except this problem). a few months ago, i took my first trip to atlanta and realized that when i came to a stop my engine would start to get hotter than the normal operating temperature (about halfway to the H), when I returned to my hometown, I drained the radiators coolant since I added water for the time being which still didn’t help, and drained the coolant and filled it with new coolant. This didn’t solve the problem, and I was soon to head to college so I didn’t have much time. I replaced the Engine Coolant Temp sensor that tells the radiator fan when to kick on, same thing. I then realized, when the engine starts to get hot it is because the radiator fan is either barely spinning or not spinning at all. However, when I turn the ignition OFF, the radiator fan runs at full speed like it’s supposed to until the engine is cooled down to a normal temp. I figured it was the relay, replaced the cooling fan relay and the problem still exists. I’ve been thinking it can’t be the fan because it runs how it’s supposed to when the car is fully turned off, people have been telling me it’s most likely the Fan Control Module, but I can’t even find the location of said part and can barely find any online. Has anyone else had this problem or know a solution?
