Just rock the pulley to TDC, it's a bitch on the rear cam to get it to settle but you should notice both sides close on the first cyl. Compression order is 1, 4, 2, 5, 3, 6. The rear head being 1-2-3 means they are out-of-phase by 60 degrees. If cylinder 1 is TDC, cylinder 2 should be right behind at intake and cylinder 3 should be at exhaust. If you set it at TDC and you notice the intake valve is still slightly open, check the valve tolerance and adjust. If you still notice it unseated, recheck the valve work.

valves are dirt cheap as well as the clips and retainers.

I am using new head bolts.
the service manual states that's the only thing you should use new.

The valves look fine but not knowing their history.. I'd be skeptical. I think there was a member here who over revved. The valves looked fine although there was some minor strike marks. He risked it, did a valve adjustment and put the heads back. Not far down the road a retainer gave and turned his 3rd cyl into a blender. It was glorious.

and go back couple pages when I said you should get multiple things done (like a port and polish)....
Maj, J37a1 heads, type S cams (webb grinds), new valves, new retainers, slightly higher CR 12:1, titanium springs, rev to 7500rpm, yes please !!!
