But if you were going to build a racecar from the ground up, it's a bit of a sacrifice to start with a weaker chassis when there is a better one available. Especially considering that the first thing to do is strip everything out; negating the difference between a Si and an EF (or whatever the hell the low end Honda trim is these days).
Or maybe that's exactly what they did but then stuck on one of those sunroof stickers:

i wouldnt apply touch up paint.
is it paint transfer? looks like a white car kissed the bumper
if it is indeed paint transfer, you can get most of it out with a polishing machine and some polish.

Looks like a giant chip/gouge to me.
Add underspoiler, live with it, fill/paint, or replace entire bumper.
I'd be tempted to just add the underspoiler or live with it. That's an earned battle mark.
