Ballast is dead Jim. Replace it with an aftermarket one. The OEM is atrocious

Leaking perhaps or just a coincidence. So you put in new aftermarket housings but kept the ballast bulbs etc the same.?

Just check all your connections to rule out user error

Swap your ignitors, if the problem follows then the ignitor is defective.

If the problem doesn't follow the ignitor and still exists on the same side then the ballist is bad.

If both headlamps are acting up after the swap then both the ignitor and ballist are defective at their original defective location.

Very easy and effective diagnostic. Thank you 01acls, for yet another simple fix resource.

Buy a used ballast and igniter from ebay and replace them both on the headlight. I had to do this with both of my headlights on separate occasions. It's such a hassle to have to take the bumper off twice but it had to be done. Should run you about $55 for a ballast and igniter (For each headlight).

+1 on replacing with an OEM ballast. I'd visit your local salvage yard if you can't find one on eBay.
