Question '02-'03 Type S Front Bumper Question

Wanna buy an '02 or '03 Type S and am noticing some of the cars I'm looking at have open brake cooling ducts on the lower part of the front bumper while others have closed ducts. Didn't the Type S come with open/functioning ducts and am I to assume that the cars I look at with the closed ducts have had their front bumpers replaced at some point with the non Type S TL bumper? Can I easily just punch out the duct cover? Thanks for the help!

type s and non s bumpers are the same. the 99-01 bumpers are diff. 02-03 bumpers dont have brake cooling ducts, its just for looks, and if u get a cai it helps a bit.

There is a small flap on the 02-03 bumper, that from the front just looks like a flat piece of plastic, but if you reach under, its actually a soft plastic/rubber flap that can open, or if you wanted, removed. I dont know if it has any function, but it IS there.
