1) it is missing the Nav disc. What is the impact of this (will it work without it), and what is the cost of a replacement disc?

1) No. The latest nav disc is $185 (plus shipping and tax) or you could get an older release for less on eBay.
2) The key itself is $40, the fob/transmitter it goes in is $315 with around $20 labor for "programming."

look very carefully as it may be a "non-tech" model.
Does the upper left button say "Map" or does it say "Compass". When you put it in reverse, does the screen give you a back=up view.
If it sayes "Compass" then you are looking at a much less expensive costing car. You can add Nav, but it requires several steps including purchasing a DVD unit out of a wrecked car...which is difficult to do. If it sayes "Compass", then your dash is fake wood or Plood...your headlights won't swivel...you won't have a backup camera, your climate control system won't adjust to where the sun is.

The OP should look at the buttons as noted above.

Base models also do not have Active Front Lighting System (swivel headlights). There would be no activation / deactivation switch on the dash. It is the lowest of 3 buttons just to the left of intrument gauges.

And yes, the button turns the Adaptive Front-lighting System on and off. From the 2007 OM, Page 244:
AFS Off Switch
This switch is at the right side of the
left vent. Press it to turn the AFS on
and off. When AFS is off, the AFS
indicator comes on as a reminder
when you turn on the headlights.
Here are some operating
characteristics of the AFS:
-The system requires an
initialization period. It does not
begin to operate until you have
driven the vehicle a short distance.
-At a stop, the right headlight turns
right when you turn the steering
wheel to the right. But the left
headlight does not turn left when
you turn the steering wheel to the
left. This prevents the left
headlight from pointing at
oncoming traffic.
-AFS is turned off when the shift
lever is in the R position

It was a NAV model...
This was a repo going thru an auction, so that's why it was missing the disc and a FOB. Had a couple of dings and a small fender dent, but only 11K miles. I tried to bid but missed it. It sold for $31K, which was low enough to allow for all the fixes.
