Has anyone else had problems with their cruise control not engaging or shutting off while driving?

It's been happening to me for over a week, usually during the first startup of the day. Once the car has warmed up after 10-15 minutes of driving, I'm usually able to use it. This is a new experience for me, as I've never had similar issues with any of my other vehicles.
This car 2005 RL doesn't have ACC. I have code p1717 and p0700 both due to the Transmission neutral switch. I've had those code almost a year now. Those codes haven't affected the performance of the car since they've been active. This cruise control issue has only come up in the last couple weeks. Last night had the car shut off for an hour in the cold and it didn't work for the first 10 minutes again.

 

what do the green cruise / cruise set lights do? Green with the main switch but not changing when you set it? If its intermittent and unrelated to the neutral position issue, test the steering wheel buttons via the diagnostic menu to ensure the switches are making good contact. It can also be related to the brake pedal position sensor. If it thinks you’re pressing the brake, it will not engage, or unset cruise. Have someone check if your brake lights are coming on when you’re not pressing the brake around the times its not engaging cruise.

 

The buttons on the steering wheel work. When I turn the main cruise control on it turns green and when I turn it off it goes away. I'll check about the brakes getting triggered without my input soon.
