The alarm goes off by itself for like a second or so then fuse will blow.I'll put another fuse in after about the 10th time i can disable the alarm.Now i can start the car,but when i hit the horn fuse blows right back out. Is there anyway i ground that particular curcuit somehow so i can be able to start my car and use my horn without the fuse blowing.

 

Did you think about the horn itself? Try swapping that out, or disconnecting it first and seeing if the fuse still blows.
