if it is a seeking rpm... then usually it is related to a vacuum/air leak somewhere... i would start with the ICV first...

^ seeking rpm? it shoots up and down randomly, but runs solid. also none of the binkers, signals even work... what fuse or relay would fix that?

Most likely the relay. Check the fuses, take the bulbs out to see if they are still good and if not then it is the relay.

The relay is called a relay. When I went to go get one for my fog lights they knew exactly what I was looking for and they told me just to go find it myself. I told them that I couldn't find it, pocketed it for nothing, and went home.

RPM fluctuations can be due to bad ignition parts; spark plugs, wires, cap, rotor, ignitor. Missing can cause rpm fluctuations. Any drivability issues woudl suggest ignition parts are suspect.

RPM fluctutation could be due to failing RPM gauge in the instrument panel. This seems more likely as you describe. Look for used part at car-part.com near your zip or mail order.

I'm not aware of any relay that would affect the RPM indication.

good luck
