Yup had to replace my passenger side one, had to replace the entire unit. Didn't have to remove the entire bumper though.
Only 120 bucks Canadian, must be a lot cheaper in the US.

Interesting. I had to remove the entire bumper to access the fog light. The whole process wasn't that bad, until I had to put the bumper back on by myself. It was quite challenging trying to balance it, wish I had another set of hands.
