Apple proprietary format (AC-3 I think?)

Although alot of mine started out as mp3s so I have them in mp3 format as well.

I'm sure someone's found a way to do it, but for us regular folks once its in aac format Apple blocks access to the files, so you couldn't even get at the aac file to convert it.
mp3 --> AAC
AAC --> mp3

your statement is too vague.

Depends on the compression quality and kbps. If you talk about 128 kbps MP3 then your statement might be true.

In Itunes you can select whether you want to import as AAC OR an MP3 and what quality for either. You can import as a AIFF, WAV, and Apple lossless.

If by export you mean burning to CDs.

By default it burns an audio CD.

But you can also burn a Data CD/DVD in Itunes.

If you mean transfering it to your ipod.....it transfers what type of file you ripped the songs in itunes.

Its all right there in the preferences on the programs.

preferences>burning>data cd

These will burn the files on to CD as they currently are in your itunes. If they are MP3 they will burn as MP3. If they are MP4, they will burn as MP4.

If you want MP3. You need to be importing your CDs as MP3s.
