Well I called yesterday, today and left messages. No callback yet but I found this on their website:
Information provided will be used to determine whether a permit will be issued. Completed application must be accompanied by an application fee in the form of a cashiers check or money order in the amount of $200.00 or $225.00 for an event at an amphitheater made payable to National Park Service. Credit card payments may be accepted at some parks. Application and administrative charges are non-refundable This completed application should be mailed to Shenandoah National Park c/o Management Assistant at the Park address found on the first page of this application.

UPDATE!!!!!
I just spoke to Debbie @ the park. I was told that yes we do NEED a permit due to it being such a large group. If we don't get it we won't be allowed to enter the park. By the way the permit is $200 and yes everyone will be have to pay the $15 entry fee.

What did Debbie say if we pay and then it rains on the day we want to go?
15$ is a lot of money to drive down "skyline" road.. and with 80 cars, thats over a grand, they should give a discount for groups, not charge an additional 200!

Hi Beatriz, We can put an alternate rain date in your permit if you like. If there should be inclement weather on your original date, we ask that you
call our communications center at (540) 999-3422 and let them know you will
not be cruising the drive that day. By picking an alternate rain date
ahead of time, it will eliminate the need to prepare another permit.
There isn't a group rate for the entry fee so each vehicle will be
charged an entry fee. I would suggest asking folks if they have a National
Parks Pass, a Shenandoah Annual Pass, or the National Parks Senior Pass to
get them into the park. Let me know if you have any questions.
