I've always just pour bags of (salt) pellets. I need to get more as the level is now low. It's the lowest as it's ever been (at #1). It the past, I start to fill it up when it was at 2 or 3, so I never seen bottom.

I noticed there seem to be some water mixed in with the pellets. The white part. The best way to describe it is that it looks like a water with some ice.

Is this normal?

Normal. Water is needed to create the brine solution.
I would ditch the pellets and use Morton Solar Salt Crystals.
