First of all, it's just a phone number man. Girls give out phone numbers to a lot of guys, especially if they're smart and attractive. Let's focus on building some more comfort, rapport, and attraction by asking her out on a fun date. Don't get ahead of yourself and start picking out your favorite Sade records.
Most hot girls can afford to string along beta-males to supplement ther income (via free dinners/xmas gifts/etc.). They validate her ago, and serve as an emotional tampon for times when her alpha-male asshole fuck-buddy stands her up.
If she's hot she commands a certain amount of male attention she could use to advance whatever goals she's willing to accomplish. She doesn't just sound hot she also sounds very feminine (cute and girly) - the type to get the avereage guy to fall for her in no time (assuming she's not psychotic or too calculating). She would be dumb to squander her power (her looks) on you for no particular reason. She's near the peak of her sexual marketability (21 years old is young). Do you really think women aren't calculating or at least somewhat conscious of their marketability?
Anyhow that's just basic hot girl dynamics.
Unless you're a bad ass alpha male with no problem pumping and dumping then I would say just have fun running game on her. Children complicate matters to an extent that would otherwise cause a perfectly desirable man to run as fast as he possibly could. I personally would not let myself get close to her. I would be very cautious of her behavior in relation to what she wants from men.

Ha, went back there last night with my buddy to watch more football and basketball. We are talking with this new waitress and then I learn she and I went to the same high school and grew up near one another so we start talking more about random stuff (but I didn't really hit on her cus she was 19 and my friend was like na that is too young don't even try lol). Anyways as we are chatting that girl from last week shows up in regular clothes to get her check and sees us talking and comes and chats with the girl and takes a seat at our table. So she says heeeyyyy and I'm like hi and keep chatting with the other waitress and watching the game and she keeps interrupting us and trying to join the convo, but failing. Some girls are just impossible to understand.

im 20 and i hate 18/19 year olds...they are dumb and you cant even go anywhere with them(events that are 21+ aka all good clubs)

I think you got confused along the way here. The initial thing was to go have sex with her. All of your reasons for not getting with this girl revolve around deeper thoughts.
