It's actually for a hook to tow your car, not for your car to tow anything.
There is a metal eye hook (probably in the spare tire compartment or with the car's tool set) that screws into a hole covered by that plug if your car ever needs to be towed.

To elaborate further, if you ever need a flat bed tow, and you cannot start your vehicle, the tow operator will screw your eyelet hook to your vehicle, hook his winch chain to the eyelet hook and winch your car up on the platform.

Don't loose it! It's one hard part to find in the color you need if you do. Been trying to find one for a lime green Beetle for a friend for months.

Should be able to order one from any VW parts department. Then take it to a body shop to have painted.

Yep, it's the tow hook for the rear.

Ricers love that. They put colorful tow hook there for no reason.

I use it at the track because it's one tow hook is required.

And the smart ones use it to mount the front license plate so that they dont have to drill holes in the car and make it look ugly. Plus its easy to remove to make the car look good for shows and stuff.
