IMHO, the Camaro driver is COMPLETELY at fault, and alone at fault. The reason is that the speed limit in the passing lane is still (as from the signs in the video) 60 mph. The guy in the PU truck, though being dickish by not simply finishing the pass and moving over, was likely doing the limit and therefore legally within his rights.
