Wet Sanding
I was planning on painting the hood of my car and was told by a friend that I need to wet sand it first. Is this what I need?

i was also interested in wetsanding a tiny part of my trunk door cus it has a scratch on there... but i didn't want to attempt it cus honestly i have no fking clue how to do it. i just used touch up paint and it is...ok.
I wet sanded all the panels on the 635csi. At some point in its life someone added an extra layer of clear coat and did a shitty job.
I just soaked the paper in water over night then used it. Of course i always dipped the paper in the water every time i went over a small section. Same thing as that gadget does, gotta keep the paper wet.
Then you have to polish out the hood. Practice on a small scratch first.

Anyway, sort of OT...
Back on topic; the OP mentioned he is re-spraying the hood, so I assume what he means is he wants to sand the paint down then respray. This is fine, it's what you normally do. I think there was a misunderstanding and you guys thought he meant he was wetsanding to reduce orange peel in an existing clear coated panel. He will need to do that *after* he resprays.

From the looks of it, they sprayed the car with extra clear coat on top of the old clear to prevent rusting in some spots. Or they could have just added a super thick layer, either way it was horrid.
There were drip marks of it all over and pit marks.
Hood was untouched but the front i had finished wetsanding and polished.

Wow most of you missed the word paint. You can't really mess up the existing paint if your re-painting anyway. Big difference between wet sanding for paint prep vs wet sanding for buffing /polishing.
OP: Sounds like you don't know anything about auto painting, no offense. I wouldn't recommend doing it yourself, if you want good results. Find some knowledgeable to at least help you learn first hand.
Tools for wet sanding: spray bottle w/ water, hose, bucket of water, soft blocks, hard blocks, sand paper, clean wet rag.
