resistors

does it matter if the resistor wire is on the inside or on the outside of the resistor?

I believe in Darwinism, but... to be nice, I'd suggest getting a full kit or a professional install instead of picking resistors out of a parts bin. There's a lot to consider and you don't want to overheat and burn a resistor around gasoline.

The reason for a resistor is to drop voltage across it, so the other end has a lower voltage. If you are replacing one, be sure the colors are exactly the same. Do not get a higher ohm rated resistor, as you will have issues. Also, the last color, the tolerance is important. Don't say silver is like gold and that's OK. It's not. it's a percentage, and you don't want to screw that up.

So what exactly are you doing and what wire are you talking about?
