I'm suddenly having this noise coming from the passenger side front wheel well. I recently went thru a large puddle of water due to flooding. a person said it sounds like a pulley.can anyone help

 

Buy a cheap stethoscope , and start touching it on different components to pinpoint the loudest location and possible source.
After doing all that, if you still cannot seem to find it, there may be a possibility it is coming from inside, like a device that is driven by the timing belt.
or it could be more simple, like a device on the serpentine belt. Like a belt tensioner.

Try to let it dry out and then record the sound and upload here. Sounds are often tough to locate unless very distinctive. Serpentine is the easiest.
