Horn Issue

My 05 TL low horn went out about a month ago. I went and bought a new one from the dealer. I installed it that same day and it only seems that the high horn is working. No sound from the low horn at all. It look simple enough (plug and play process). I was told to ground it, but if it wasn't ground at first and it work why do I need to ground it now? I decide to ground it today and still nothing. Sounding like a high pitch 4 banger isn't cool. I am wondering if the horn is defective or is there something I am missing?

I am inspecting the wires. Fuses are good. Seems rather odd to me

The horn harness is 1 pin (12V when on) and it's grounded through the chassis. Apply battery voltage between the horn harness pin (+) and the metal bracket/mounting bold (-). That will at least tell you if the horn is bad or if it's the circuit.

Yeah I researched around and found out the bracket itself helps ground the horn too. I decided to test my old horn for some sort reason and to inspect on how it was assemble and WTF it works. Both horns work now. It seems safe to say the new horn could be defective
