Headlight problems! Not ballast or bulb :(

Headlight problems! Not ballast or bulb :(
For a while I only had one hid bulb lighting up consistently. About 40% of the time the other one would come on, so recently I bought new bulbs to rule that out and it is still doing it. So i switched the ballast from the hid that works consistently to the other side and still nothing. The ballast from the bad side works just fine on my good side. Also, I tested the bad side with the good ballast and with the bulb from the good side to make sure it wasn't just a faulty bulb.
It would seem that when I had the headlights out that pushing on the wires around the light would work and then I would turn the lights off and then back on and it wouldn't relight.
Is there anything else it could be? Isn't the ballast the ignitor? How much do you guys think it would be to re-wire the wires going to the ballast and hid bulb? Let me know if you need any more information.

I assume you've triple checked all the fuses, right? I think the ignitor is part of the ballast, but I'm not positive.

Well I didn't recheck the fuses because it would work 1/2 the time. If it was the fuse that would mean that it was blown and just wouldn't work right?
Has anyone experienced this at all?

Are these Aftermarket HIDs or the OEM Headlight HIDs? If they are Aftermarket HIDs are you running a Relay? I ask this because sometimes I've notice when I don't run a Relay for aftermarket HIDs I get this same problem problem. Sometimes the Ballast don't get enough power to turn both on. This happened with my HID Fogs, Once I installed the relay this problem went away since its power was coming str8 from the battery

If your HID kit now is Aftermarket like this:
Then I would really suggest to use a Relay Just in case such as:
If they are OEM HIDs Kit that come attached to your Headlights already with DR2 Bulbs then I have no clue why this is happening unless you have a problem with your wiring or electronics.

Do I need to get an aftermarket HID kit since it was already working with the oem HID kit?
If it is the wiring would doing a relay get me some new wiring in there and more power as well? It looks like that kit comes with the wires needed couldn't I just swap out the current wires with those ones?

^^It makes A Lot of Sense to use a Relay with an After market HID kit. I was only trying to see what Chaidog was using. I wasn't sure if all TLs (Base Model) come equipped with HIDs from factory because I purchased a TL-S and NOT Base model. And if the base model didn't come with HIDs from the factory them it sure does make sense to throw on a Relay if running an aftermarket kit...
Chaidog No you dont have to Run a Relay with OEM HIDs.

Does my problem sound like a component like an ignitor or something like that or a wiring issue?
If it is a wiring issue would a relay be enough to replace all the factory wiring already in there?
Looking at this picture:

part 11 is the ignitor and I can see the ballast being separate. Does this seem right?

Yes on OEM HIDs the Ignitor is separate from the Ballast. If you already tried new Bulbs and Ballast, You next step would be to try a new ignitor. I don't see why your wiring would be bad if your bulb still turns on when you touch the back and you fuse isn't out. Did you try switching the ignitor from side to the other to see if the problem follows the ignitor? try that before buying a new one.

Nah I understood that with your second post #9. I was just clearing up why I suggested the Relay in the first place, which was for the simple reason I didn't know they all came with OEM HIDs. But your Right Cars with OEM HIDs have no Reason to use a relay since their wiring is already equipped to handle the power needed by the HIDs.
But Thanks for Clearing up that Since I wasn't sure
