Sounds like you might need to have your belt/tensioner pulley changed. on the left side of the engine you can find the belt. If you look at it and see cracks, frayed edges or any other issue then it needs to be changed. I have not done one on a TL yet but I would probably put this at the difficulty of changing the brake pads and rotors.

Sounds like possible belt squeel. They may be a little loose. Hope that's all it is.

Welcome to Azine
It seems that you might have a bad O ring in your power stering pump.
This is part of a recall that Acura did to the TL's I had the similar problem and let me put you in the right direction.
First take your car to any acura dealership and ask them if your car has had done the two recalls. One for the windshield wiper motor and the other for the Power stearing pump hose, they should add the O ring when they do the recall, dont forget to remind them to do the O ring. The recalls are free and some dealerships will give you a free loaner.

just go to the dealership and buy a power steering inlet o ring.. it cost like under a buck and then youll need a 10mm wrench to loosen bolt on the inlet and just replace that o ring.. it probably got harden and it letting air get in.. same thing happen to my car.. it takes a total of maybe 5 minutes to do.. if you yahoo search "accord o ring inlet power steering" there a diy with picture step by step on the whole process

Hey Guys I have a similar problem like what you guys were having but the difference is that my noise never goes away.. It's really loud when i start the car in the morning and then it gets a little bit quieter but the noise is still there.. Yesterday I took the car to the dealer ship to do the steering wheel recall and i explained the guy there about the whining noise. He called me in the afternoon and told me that i had to my belt/tensioner pulley changed for the noise to go away. Do you guys think that might be it? I have to check if they changed the O-ring once i get home

originally the first thing i thought it could be was the tension belt so i replaced it.. i found out that there were cracks and what not on the belt... but even after doing so it still gave me whining pitches when ever i started up my car and turned the steering wheel on cold morning... and then of course it would go away after about 20 minutes or so of driving.. after the motor has warmed up already... afterward i went with just changing that o ring.. and it hasn't whine since.. i believe most people ive read got the o ring for like maybe 60 cents.. but the dealership here in Houston charged me like 1.30.. but oh well.. it got the job done
