Chatter from Passenger side of engine

Hello all,
There is a sound that I can best compare to valve chatter or a bad bearing coming from the pulley on the left (passenger) side of the engine, below is a pic of the large pulley I'm talking about. From reading around it sounds like it could be the tensioner, but it also sound like it's more at the top. I opened the hood to check because when I turn the wheel at low speeds I was getting a high pitched whine and went to investigate, still unsure of the cause for the turning whine. Anyone have any tips?

Also the car is out of warranty, it's an '05 auto with 49k miles on it. I've had the car 3 months, the dash has started to crack, I've had to replace the ATF for rough shifting and now this... my RSX-S which I bought at 50k and sold with 89k never had any problems... starting to think I need to look for another car.

Justin

Ok, thanks for the replies. Is there any risk of damage or performace loss because of this or do I have some time before I need to fix it? It's not that loud. Thanks,
Justin
