With the MT you can get a buzz like that often if you don't have the clutch all the way in when you try and start the car. Typically just pushing the clutch to the floor works. So this is probably a big clue here to the issue you are experiencing.

I'd check the clutch interlock switch and I believe the starter cutoff relay (or whichever one is buzzing in the kick panel). The clutch interlock switch should be closed when you press the clutch all the way so you can jump the 2 pins of it's harness to effectively bypass it for troubleshooting. If that remedies the issue it is either an adjustment that needs to be done on the the switch or replacement. If not remedied then I would change the relay.

Have to ask - Do you have aftermarket floor mats or have you put winter mats over the carpet mats (huge no-no). I'm asking are you sure there's nothing preventing your clutch from going fully to the floor?

The starter cut relay is in an "undervoltage" state if it's buzzing. It's either a bad battery, bad ignition switch or bad connections. Or it could also be a bad relay.

Since you've checked the battery, check the connections. If those are good, I'd bet it's a bad ignition switch. The switch is less than $40 and is an easy DIY. Do a search and you will find info on replacing the switch.

Usually when the ignition switch is bad it just doesn't read the key and will turn over just not start.. The key dummy light is coming on as green so it should be okay.... I do have acura tl rubber floor mats in on the factory carpet not the over the carpet mats.. Just ordered a new starter and relay.... Had old starter tested it tested fine but when they first tested it it seemed stuck then freed itself up so idk will know more tomorrow after I get the new parts in.... Thanks for all the help andopionions will keep you all posted

Don't confuse the key cylinder with the ignition switch.

I'll be surprised if the starter fixes the issue. My bet is still on a bad ignition switch. And an ignition switch is a lot easier and cheaper than a starter to change out...

where is the ignition switch is it on the back of the ignition cylinder like it is on accords.. when I tried turning it over that morning it did turn over then replicated a dead battery tried jumping it no nothing battery was fine no clicking even and the buzzing from the fuse box was gone too so im thinking bad starter relay and or a frozen starter

No nothing? No dash lights either? If so, then you have a bad battery connection.

all dash lights light up just fine stereo capacitor says 13.9 volts only problem was the car would not turn over at first it tried and I could hear an electrical fizzle in the kick panel then nothing but all lights workd fine and when tried jumper cables still no noise from starter and electrical fizzle was gone so im thinking it was relay issue and starter.. on my accord coupe when the ignition sensor went the car would still turn over just not start

Who tested the starter? How did they test it?

It's not uncommon for the starter contacts to go bad on 04-05 TLs. Have someone bang the starter while trying to crank.

I took the starter out and took it to autozone they hooked it up to a computer that ran it. at first it blew a ton of sparks and seemed like it was frozen and then broke free. I had him test it 5 more times each time it came back good. I bought a new starter anyway and a starter relay will be able to put them in tomorrow after work

Hehe, now you tell us. Well, then, it probably is the starter. Good luck. FYI, there also is a $35 contact kit you can buy from Toyota which has been proven to fix a large majority of Honda/Acura starter issues (most seem to be related to bad/pitted contacts):

is the contacts on the inside of the electrical motor or the outside points where you hook the cables onto another thing I just read is the noise from the relays is a because its receiving an under voltage wich makes it buzz like that battery is newer tested good I put new battery connections on it maybe it is the ignition switch when my accord ignition switch went it would still turn over just not start because it was not reading the key and the red key light would come on
