Just found this on the web. It supposibly decompiles Windows CE CAB files back to original sources . Here's a description of the product and a link.

"Original sources" is overly childish. I wonder if this program would extract the documentation also and maybe the names of the programmers who originally wrote the code. Oh yes, and their email addresses, just in case we have any difficulties.
Thanks for the find, Ed-Head, but the description of the software on that website is, uhm, innacurate at best.

 

As far as I understand, the problem is not in extracting files, but in running them for debugging purposes. Navi is base on Hitachi CPU, and applications don't run on Intel PCs.
The same CPU is used in Dreamcast game console.
