That's funny. You can't shake the streets for $120.00.
And yes, all that stuff is garbage
I spent over $600.00 just on my amp\sub and that's just minimal stuff.
Go with Alpine and JL Audio. Good mainsteam equipment you can't go wrong with either

I hate to say it, but you are looking at $500+ for amp/speaker combo that will last, sounds good, and really does something...and if you are looking at real bump, you have to put some dollars into insulting your trunk (dynamat) so the trunk doesn't rattle...and, if you aren't real handy (I'm not), you'd have to pay someone to install, otherwise, you can go with one of the prepackaged sub/amp combos (basslink or others) and call it a day. Once you get into components, cost goes up quickly...
Smart to ask the question, now you have some info to work with

Recently i dropped 2 15" Kicker Sd15's in sealed enclosures and it hits pretty good.
It seems bandpass boxes, or ones with ports seem to be louder but the tone of the bass is different from sealed boxes. Removing or unplugging the stock rear sub was a must for me, air coming from inside the trunk was pushing and making it sound like crap.
Bass seemed to travel farther in my old car, sounds really good inside but there isn't much sound on the outside (which is perfect for me!)
The power wires and audio cables will cost 120 by themselves. If you looking for deals check out your local pawn shops, sometimes they have deals.

IMO, you can get loud cheaper than quality and if you want both, you're going to have to pay for something like a couple W6s or a W7 or equivillent.
There are plenty of cheap low quality subs that you can put in a ported box with a cheap amp that sounds like crap that will shake the neighborhood......for a while.
Since I'm 31 and prefer SQ over SPL, but occassionally like to crank it, I got the two W6s in a sealed box which go pretty loud but sound amazing.

lol your still looking at the situation the wrong way.. Since obviously you are on a budget give the people here an amount and im sure they can help you find something that is somewhat what you are looking for. I myself went the cheap way since im young and have little cash to spend and bought a kicker cvr12 with a 1000 watt amp... it does more than enough for me...

Vibrate 3 blocks? I get irritated when cars drive by my house and shake the dishes on the table.
Quality over quantity
As other have said, this stuff ain't cheap. Heck, my sub and box cost $600 and I'd be hard pressed to vibrate the next door neighbor but it sure sounds good inside the car.

loook on ebay for a set of 2 alipine type r subs(500 w rms each)
u can get them in a sealed box for about 250-300 bucks plus like 50 bucks shipping maybe cheaper...
get yourself a kenwood 8104 mono amp and call it a day(115 shipped) puts out 500w rms at 2 ohms...
amp kit from circuit city or best buy 4 gauge abt 70 bucks
install from them about 70 bucks...
cheap way, yet sound will be better than most...
abt 600 bucks total...
