The "w" rating is waaaaay below 32F. You can have a 0w that's thicker than a 5w at 32F.

The problem is you will never see the mileage difference between a 20 and 30wt. We're talking .5mpg in most cases. Just not worth it IMO. Now if I were a manufacturer looking for any .001mpg I could get in a fleet of 1 million cars sold it would be worth it.

make sure you get the correct mobil1 filter, they have different types, just ask the sales person to check which one fits on the TL.

The local Honda Dealership also uses RP in their cars. 40 bucks for an oil change 2-3x a year is fine for me, i don't think it matters what oil you use, but how often you change it.

The HT/HS (high temp, high sheer)values are very low. These values are just as important and some can argue more important than viscosity values. This test demonstrates how the oil will behave and protect in real world high stress and high temp conditions in a bearing. You need at least a 2.6 to keep the engine from a premature death. From memory, the thinner RP is right around that value. I personally like it >3.2. My current 30wt oil is a 3.5.
To over simplify, when put under stress, the oil will temporarily sheer to a lower viscosity and the ht/hs number reflects that.
Redline is a great oil and their 20wt oils have a very high HT/HS, higher than most 30wts. This would give you the thin viscosity and protection needed for a daily driver that's run hard occasionally. In other words, it's a 20wt when it enters the bearing and remains a 20wt under stress.
I think RP does have a valid place for those that have a large financial backing and don't mind sacrificing some wear for that extra 1-5hp. But for a daily driver car like the TL that you expect to run well past 100,000 miles I wouldn't use it. I'm not saying it won't go 100,000 miles on RP because I'm certain it will, but you won't be getting the best wear protection as you could with other oils.
