How do you tint the rear tail lights and side marker?

Be careful messing with lighting systems, espcially ones that directly relate to safety, such as tailights/brake lights. Not only will John Law take notice, but if you are involved in a wreck, a smart attorney will jump all over you if you have done something that puts any of your lights in non-DOT compliance. Just a friendly tip from the Rage man, who has had many more roadside encounters with friendly, understanding officers of the law in his halcyon days than were prudent.

does this mean i can put like a tint film on the out side to make it seem a little darker?

Of course you can. And if you have some black spray paint left over, you can do like the headlights and like the windshield too.
