Sorry to disappoint you, cliff, but the owner's manual does not detail how to remove the bumper. You will need to buy the Service Manual to get that information.
I'm sure some users here have removed it before and would be happy to share some insight, but being a holiday weekend, you may not get too many bites!

The best I can do is to try and explain what the service manual shows.
There are 4 hooks along the front of the headlight, and two sets of two hooks around the side. That is a total of 16 hooks.
You should have removed the front bulkhead cover-the big plastic piece that runs horizontally along the front above the radiator.
Then, there are 2 bolts, 2 screws, and 10 plastic clips. The 2 screws are at the very top end of the bumper close to the fender.
After these are all removed, it looks like the bumper slides straight out. It doesn't show any special tool, or any tool at all for that matter, to remove the bumper where the hooks are.
Lots of people have removed their bumpers and I am hoping that one will reply, but maybe this will help.

Frankly, you need to force it off....I had to for mine, and I just helped someone do an intake the other day and its the same thing. The best thing is to have one person push on the bupmer from the inside right underneath the headlight while you pull from the outside. The bumper simply needs to detach from the clips....you will not break anything if you force it like I had to
