THIS is the basic principle of the refrigeration cycle, as taught to the ENGINEERS who DESIGN them:

The "ideal gas law" (PV=nRT and more complex than your simplistic "constant gas law") permits the basic expansion to take place. And that expansion (@ a LOWER pressure) is what permits the Joule Thompson Effect to occur:
