I have this problem with the 5 blinking CEL when the stay at III position. The OBDII reader is showing that the EVAP SYSTEM is not complete or set and then I look a little deeper into the OBDII data it is showing the EVAP MONITOR has zero voltage. See the screen snapshot. What is EVAP MONITOR? Is it a purge control Valve solenoid ?
