I appreciate the advice, Johnny, but it's a bit more complicated than that.
1. I can't leave. I've moved around way too much in my career to be able to move again. Simply, no one will want to hire me because my resume shows me moving every 1-2 years, besides for my first job of 4 years. I've moved 4 times in the last 6 years.
2. I love the people I work with. I love the type of work we do. What I don't love is being bored out of my fucking skull and under challenged, day in, day out. I'm expected to work 35 hours per week. I actually work maybe 10 hours a week. Oh, I'm sitting at work alright. But there's fuck all going on. I'm in no fear of being laid off- it's just how this job is. I TRY finding shit to do, but there's nothing available. I walk around and some people are very busy, while many others sit on their tablets playing Online games all day. My boss is aware of it also.
So I sit here, picking my balls. Then Wifey gets pissed at me because she legitimately busts her ass every fucking day at work, yet she hasn't had a raise in four or five years. Me? 6.5-8% raise every year, to sit on my fat ass and do nothing. It's fucking ridiculous. For those of you who haven't figured it out, I'm in the public sector. Shit sounds wonderful at first.. And then eventually you're like "what in the sweet fuck is going on?"
So I started taking courses to fill my schedule up a bit. They're willing to pay for it all, so why the hell not? Well, they just spent a whole bunch of money on me over the last 6 months. The expectation is I'd stick around for at least a year afterwards, or else I'm on the hook for it all. So at least another six months of scratching my ass, unless I get fired (I think). Yay!!

I was/am in the exact same situation as you brother...

I'm expected to work 40 hours a week (excluding travel). For many months now, I've worked about 5 (a week). There was a 3 month period last year where I flew out here and was literally on AZ for 8 hours and left. Did not do ONE single bit of work... flew back home. everything paid for. I complained too! But I was literally being paid handsomely to sit on my fucking ass.. What did I get for changing my attitude? I got a fucking promotion and a 15.6% raise... everyone else on the project was getting 3-5%..
in hindsight, what the fuck did i have to bitch about? Absolutely nothing... So like i said, it's not 'more complicated' in the least, You just need to find something to keep you motivated to be getting paid to do nothing. Go back to school, get your MBA, side gigs, etc.etc..
One day, you're going to get a job where there's real work involved
, and you'll realize how good we had it now. That's what keeps me happy here

I took a sabbatical to move on January 1st. I don't want to go back to the type of work that I was in, so I'm looking for other work. I'm technically still employed by the company, and I'm in the process of getting a transfer out here so I can get my ten years and get vested with the union, but part of me wants to say fuck it. I had an interview last week for one company, and another tomorrow for something else. I'm ready for a change of pace.

This isn't something that just came up over night. I've had plenty talks with my brother and Wifey about it. They both agree I'm kind of screwed for the time being. No point getting into it here. Too many little details here and there, and without knowing them, you're just painting this rosy, easy to resolve picture. Suffice to say my hands are tied for at least the next 6 months. Maybe up to 18 months. Time will tell.
and for the record- I miss working 60 hours/week.
