Holy hell there is a lot of misleading information and some individuals need to relax a bit...
Ok lets start, all 2004-2006 TL's had recalls on the powersteering hose, as well as the wiper motor which can cause a fire. WHAT IS NOT A RECALL, but is always done when the p/s hose is done is the p/s inlet 0-ring. There is a TSB on the o-ring but TSB doesn't mean it's warranty or free.. Some dealerships will good will the 0-ring replacement since it only takes 2 mins to install and bleed the system of air...
So with that being said, this recall isn't new.. To clear up other bs I've read in here... You don't EVER touch the J-pipe to do this hose, I stress this to the fullest.. This job sucks to do, ive had my fair share of them and they pay next to a bs 1.4-1.7 to do.. The hardest part is getting the line below the rear engine mount, now they tell you to remove the j-pipe, poll jack the engine up and have the rear engine mount removed to slide the line in but in reality it's a lot more work, it's better to go from above and work the line in with another tech. Mostly all of the dealers we speak to and tech line they do it without removing the j-pipe.
Next, I do the CPO's for the dealer I work for, YOU HAVE to do every recall open before selling that vehicle back on the market. You run a VIN STAT with that it will advise you what hasn't been done. The 0-rings isn't an item that gets done unless it's causing a noise or air in the system. This p/s hose is always done later in the day due to the amount of heat that builds up in the back of that engine. We have had techs with 2nd-3rd degree burns because people wanted to wait while the hose got done right after they drove the car on the highway. Acura no longer allows us to do them as they wait because technicians were getting burn marks.
From my understanding you have to be 25 years of age to be in a loaner vehicle, usually they book just enough recalls to give you a loaner. Recalls are the highest priority. With every recall vehicle they do run a multi-point inspection, so be ready to be told you need some form of work if any is needed but I realized the ones that come in for strickly recalls usually have vehicles in need of a lot of service but 90% of the time decline to the work. Hope this cleared up a lot of your questions here..

Well guys I'm sitting in the waiting room at my local dealership bored as shit while my car is in surgery.
Interesting thing I heard from the service manager here. When I called Honda to see if I am included in the recall they said yes but parts aren't available for a few weeks. I asked the service manager at my dealership if they had parts and he said " ya we have all the parts needed. Honda corporate is telling people that dealerships won't have the parts to prevent a ton of people from going to get this fixed immediately". I guess it makes sense bc they prob don't want to do a lot of free recall services at once.

1.) This IS a 'new' recall, technically. BUT it is for the exact same issue as the other 273,000 TL's previously recalled. Regardless this is a new & separate recall and is done under a separate TSB and NHTSA notification and appears to include a VIN range not previously recalled (specifically AT Type-S's).
2.) Under this recall (TSB 12-020) and the previous recall (TSB 08-016) the repair instructions submitted to NHTSA by Acura state that the repair INCLUDES replacement of the o-ring (two o-rings, actually, but we're all talking about the inlet o-ring here). Whether the dealer does it or not, is another issue.
You are correct that there is another (3rd) TSB (07-060) that is completely separate for the o-ring/ps whine. However, that in and of itself does not remove the responsibility of the dealer to install a new o-ring(s) during the recall repair under TSB-08-016 or TSB 12-020.

Removal/disconnection of the J-pipe is part of the recall repair instruction for BOTH PS Hose recalls (08-016 & 12-020). I understand a dealer/tech may choose not to do this.
I do NOT however, understand why a dealer would charge a customer $25 (see the earlier user comment) to remove/disconnect an after-market J-pipe. Can you explain that?

If you don't remember, you should look up the Ford Explorer/Firestone tire fiasco 10 or 15 years ago (iirc). What a mess. Then, even after Ford was forced to do a recall, instead of repairing new & used in stock/in assembly vehicles, they shipped them to Brazil to sell - without informing the unsuspecting buyers.

Update to everyone, I just did the only 2008 tl recall in the shop the hose and kit is a different part number however the job still gets done from above. Again those paying 25 extra , take it up with the dealership and not myself. If we did it with removing the j-pipe i don't see where the 25 dollar extra cost comes to play, that pipe stock or not still comes out. Recall is a recall there has been many tsx with the p/s recall and these guys had aftermarket strut bars, we didn't get paid extra and it made the job longer.. so take it up with your dealer... Another thing we only had one hose in stock, therefore this being true that the kits are different from one to another. We had as many as 40 recalls a day, so I don't know why your local dealers would tell you the hose is on a two week order.. nfn.. I know enough about your posts to realize your always up for a bitching contest so ill leave it at that. Thabk you bearcat for your input I was a bit off but all across dealerships time is money by doing it how acura says doesn't always mean its better or faster. On average it takes us about 30-50 mins each hose. Any other questions ask away, but I suggest everyone that hasn't gotten this recall done to check the hose at the pump they always leak right after the 1st metal band clamp on the hose.

As noted earlier in this thread, acura.com hasn't update their database yet and who know when they will get around to it. I also wouldn't wait for a letter. This is a potentially serious issue if the hose splits. Call acura or your dealer and "get 'er done".

If that is the case, then you are not following the procedure listed in either the old or the current TSB, both of which involve disconnecting the stock j-pipe.

That is true, but the J-pipe removal is provided for access, not for parts integral to the repair, isn't it?

Im 23 and have always gotten a loaner from my dealer. Whats the difference if im 21 or 25?? I paid 34,000 OTD for my type s. So why not give me a loaner??
How can they say ok, you need recall work on your tl done and you need to get to work so you can just drop off your car. But we cant give you a loaner car? So that automatically screws over alot of people from getting the work done now because we are under 25?

IN-SUR-ANCE. They have requirements. Varies by dealer and/or state.
As far as the bold part: how do people with Chevy's survive? They figure it out.

Yea, a loaner would be an awesome perk as I'm not used to that kinda luxury hehe. Regardless, it isn't too big of a deal. They should loan out 4G TLs in hopes of getting customers to upgrade to it. A 4g 6MT SH-AWD would be awesome!
