daytime running lights- how do turn off?
I suppose you could pull the fuse for them, but God knows what else that might disable. I'm not a big fan of them either, but once I found out that my insurance carrier gives me a discount for having them, I became a big fan.
If you were in an accident and an inspector found out that you modified them so they would be turned off, a lawyer could claim you were at fault for the accident for disabling a safety feature.

This is not accurate. They will be mandatory in the European Union by 2011 and have been in Canada for sometime now. But I know of no plans for this to become the case in the U.S. in the near future.
i wouldnt disable them... its a good safety feature. Some cars you have to pay extra to get the feature like the Accord. Im assuming you think they are "fugly" because they are a brownish tinge?? Maybe swap out the bulb for a HID colored bulb so ease your pain.
