This is probably gonna make Ceb cringe, but I just took my car in for Louisiana's annual car inspection. In LA, we get a sticker on the windshield called a brake tag, with the month and year we hafta get them replaced. This is literally all they do. They get in your car, drive it about 50 feet, check horn, windshield wipers, blinkers, lows, highs, brake lights, and tail lights. And this was at a reputable shop, know for adhering strictly to the rules. They told me my car was in tip top shape, gave me an extended sticker, I don't hafta get my car inspected again until November, 2014. When I went, I went with a guy who had clear headlights, no reflectors, and blacked out tail lights. They gave him a one year sticker as well. Louisiana doesn't really care about all those safety features OR emissions....i see big raised trucks with black smoke billowing out and like 12 inch mufflers all day.
TL;DR, you wanna mod your car, get louisiana license plates. LOL.

 

texas is pretty strict, but we find ways around it.
