engine does not turn over and starter does not engage

Radio and windows still work

started about a week ago happened once and then car was fine

one week later it happened again

car started once after charging the battery and has not started since

Since then i have
replaced the battery
cleaned and check terminals
checked ignition and starter fuses
checked ground
tested starter (good)


any ideas?
