Sometimes the left one doesn't turn on, sometimes the right one doesn't turn on, sometimes neither turn on, and sometimes they both work. Any ideas?
Tried multiple bulbs, fuses are fine, relays look okay, battery is good (14.5 V while running). Could it be both ignitors or ballasts going wonky together? Seems unlikely. Everything else electrical seems fine.

I replaced one of the ignitors a few years ago and that one still does it from time to time, reseating the light bulb helped a little bit for a while then the issue came back..
Mine would do that a lot until I replaced both the ignitors and ballasts with nice aftermarket ones. Then they kept doing it for a little bit until I tightened all the connections, and now it only happens very rarely and just on one side. I have a feeling it's somewhere in the remaining OEM wiring that goes to the ballasts in the first place, but I haven't made the time to dig in yet.
I'm not sure, but the Compatibility section of the page you linked says that it works with any bulbs that have "AMP" style inputs. So the answer depends on what bulbs you're running, really. At this point if you're shelling out that much, may as well toss in a few more bills and get new bulbs that fit.
Thanks. It looks like the Morimoto XB35 2.0 is the one I need. Does that kit include the correct igniters/plugs or would I need an adapter?

for completeness i went through the troubleshooting steps in the manual (page 22-165) and everything was fine except for continuity through the igniter unit:
