Probably from the brake rotors. Did the rotors got wet overnight from the rain? Check out your rotors, it should be some slight rusting. No worry. A couple of stop sign and all the rust will be gone.

Does it only happen when there's snow or icy condition out, or is it all the time?

Have you tried to find the source? get someone to help you if you need to. Once you know this, it will be easier, but probably the foot-parking brake cable is getting seized so the foot brake on the rear wheels, which are drum, are not being fully retracted, untill you hit a few stop signs and bumps. If thats the case, replacing the cable is the solution, unless you want to take it off, clean, and re-lub the cable, but i dont think theyre that expensive.

You know what, when you park and have the parking brake on, the cable tenses and flexes, so from the drivers side, you can actually see the cable slightly bent, especially noticible uphill, so this part of your cable you can inspect visually to see if anything is wrong with it.

Does anyone else have trouble with the parking brake? i mean i have to do it real fast otherwise it doesnt catch.
