Now that I replaced the power belt, tensioner, the problem is still there. I erred on the caution side and guessed wrong.

What the issue is the power steering pump. When you move it off center in either direction it chirps. Even when holding it in a constant turn, and then moving the steering wheel, it chirps. If you hold the wheel just right you can feel impluses from the pump. So problem resolved but it wasn't related to the a/c. Now to find the threads on the power steering pump.

If there aren't, just replace it with one from a parts store. If you've replaced the serpentine belt, there is nothing special about replacing the power steering pump.
