yes, the wheels are able to rotate. you will probably notice that only one wheel is able to be rotated in the forward direction. Attempting to rotate both int he forward direction will not work.

 

I know the wheels of a manual transmission CL will turn, in 1st gear, when off the ground. The wheels should spin in the opposite direction of each other. This is how to test if the LSD is working on the manual cars. Per the Helms, if the opposite wheel does not rotate, or if you cannot spin the front wheels at all, while in 1st gear, the LSD is faulty and should be replaced.
